Liverpool World Heritage Site Supplementary Planning Document (2009)


As World Heritage Officer for Liverpool City Council (2001-12), John Hinchliffe co-ordinated the bid for Liverpool to become a World Heritage Site. Liverpool - Maritime Mercantile City was inscribed on to the World Heritage list by UNESCO in 2004. John Hinchliffe subsequently had responsibility for co-ordinating the production of planning guidance for the WHS with the necessary input of consultants. The Liverpool WHS Supplementary Planning Document was approved and formally adopted in October 2009. The overarching aim of the SPD is: “To provide a framework for protecting and enhancing the outstanding universal value of the WHS, whilst encouraging investment and development which secures a healthy economy and supports regeneration.” The Liverpool WHS SPD is still the most comprehensive document of its type in the UK. In a rare endorsement of planning documents, it was lauded in the editorial of the Liverpool Daily Post as “…a triumph of common sense”! The SPD was also awarded the joint RTPI/IHBC NW Conservation Achievement in 2010.
